BTech Course At Just Rs 10? How Bihar Govt Is Making Engineering Affordable

The Bihar government has recently launched an ambitious initiative to make engineering education highly affordable for students across the state. Under this program, BTech studies can now be pursued for as little as Rs 10 per month, while polytechnic studies are available at Rs 5 per month. This significant move aims to democratize access to higher education, making technical courses accessible to students from all economic backgrounds.

Engineering for Rs 10 a Month: The Details

State Science and Technology Minister Sumit Singh unveiled the initiative, which includes the establishment of engineering and polytechnic colleges in every district of Bihar. These colleges charge students only Rs 10 per month as a token fee for their education. For instance, the Gaya College of Engineering has adopted this fee structure, charging Rs 10 annually for enrollment and Rs 120 per year (equivalent to Rs 10 per month) as tuition fees. Although the tuition fee is minimal, students must also cover additional charges such as university registration, examination fees, and development fees. Hostel and mess charges apply separately for those living in college accommodations.

This unprecedented move is aimed at lowering the barriers to entry for students aspiring to pursue higher education in engineering and technology, especially those from financially disadvantaged backgrounds. The token fee structure is designed to make technical education practically free, with nominal charges intended to ensure student commitment and accountability.

Lateral Entry for Polytechnic and BTech Courses

In addition to the fee reduction, the Bihar government has introduced a lateral entry system for students aspiring to enroll in polytechnic and BTech courses. This system allows students to skip the first year of their studies and gain direct admission to the second or third year of a BTech or polytechnic course. It is particularly beneficial for students who have completed related diploma courses, such as a Polytechnic Diploma, making their transition into degree programs smoother and more efficient.

The Bihar Combined Entrance Competitive Examination Council (BCECE) conducts the entrance exams for the lateral entry process, ensuring that students who possess the requisite qualifications have a pathway to pursue their higher education. For the academic session of 2023-24, a total of 3,733 students were admitted through the lateral entry system, with 2,572 opting for BTech and 1,161 enrolling in polytechnic courses.

Expanding Opportunities: Seats and Admissions

In the current academic session of 2024-25, Bihar is offering a substantial number of seats across its technical education institutions. Counselling is currently being conducted for 12,280 seats in BTech courses, 13,912 seats in polytechnic courses, and 386 seats in MTech programs. This expansion is part of the state’s effort to accommodate the increasing demand for technical education while maintaining affordability.

The Bihar government’s initiative not only lowers the financial burden of education but also expands the capacity for admissions, offering more opportunities for students. This is particularly crucial in a state where higher education access has historically been limited by both economic and infrastructural challenges.

Engineering Colleges in Bihar: A Growing Network

Bihar has seen significant growth in its engineering education infrastructure, with over 70 engineering colleges currently operating in the state. Of these, 52 colleges are public or government-run institutions, 20 are private colleges, and one college operates under a public-private partnership model.

Some of the most well-known engineering colleges in Bihar include prestigious institutions like IIT Patna, NIT Patna, and Netaji Subhas Institute of Technology. Other notable colleges include IIIT Bhagalpur, Bakhtiyarpur College of Engineering, Muzaffarpur Institute of Technology, and the Birla Institute of Technology in Mesra. These institutions are at the forefront of providing quality technical education, further enhancing the state’s academic reputation.

JEE Main and Admission Trends

For students aspiring to enroll in top engineering colleges in Bihar, the JEE Main exam remains the most widely accepted entrance test. It serves as the primary gateway for admission into prestigious institutions like IIT Patna and NIT Patna. However, the state’s lateral entry system and the establishment of district-level engineering colleges have opened up alternative pathways for students to pursue technical education.

Conclusion

The Bihar government’s initiative to provide engineering education at a token fee of Rs 10 per month is a game-changer in making higher education accessible to all. With the introduction of lateral entry options and the expansion of college seats, the state has taken significant steps to ensure that economic barriers do not hinder students’ aspirations to pursue engineering. Coupled with the growth of its educational infrastructure and the increasing prominence of institutions like IIT Patna, Bihar is emerging as a hub for affordable and quality technical education. This move has the potential to reshape the future of higher education in the state, offering new opportunities to thousands of aspiring engineers.
