Afghanistan: Le ministre taliban des Réfugiés tué dans un attentat-suicide à Kaboul

Khalil Ur-Rahman Haqqani, ministre taliban des Réfugiés, a été tué mercredi 11 décembre dans un attentat-suicide au siège de son ministère à Kaboul. Cet attentat, revendiqué par l’organisation État islamique (EI), marque la première attaque visant un ministre taliban depuis leur retour au pouvoir en Afghanistan en 2021.

Une attaque meurtrière au cœur de Kaboul

L’explosion s’est produite au ministère des Réfugiés, situé au centre de la capitale afghane, et a été immédiatement qualifiée d’attentat-suicide par une source gouvernementale. “Nous confirmons que le ministre Khalil Ur-Rahman Haqqani a perdu la vie, ainsi que plusieurs autres collègues”, a déclaré cette source à l’AFP, sans préciser le nombre exact de victimes.

Les forces de sécurité talibanes ont rapidement bouclé le quartier autour du ministère, tandis que des journalistes constataient la gravité de la situation sur place.

Ce ministère est quotidiennement fréquenté par des déplacés internes venus demander une aide ou suivre l’avancement de leurs dossiers de réinstallation. L’Afghanistan, ravagé par des décennies de conflits, compte toujours plus de trois millions de déplacés internes.

Qui était Khalil Ur-Rahman Haqqani ?

Visé par des sanctions internationales, Khalil Ur-Rahman Haqqani était un personnage controversé, souvent photographié avec une arme automatique à la main. Il était également un membre influent de la famille Haqqani, un clan puissant qui joue un rôle clé dans le gouvernement taliban actuel.

Son oncle, Sirajuddin Haqqani, occupe le poste stratégique de ministre de l’Intérieur, tandis que son frère, Jalaluddin Haqqani, était le fondateur du réseau Haqqani, réputé pour avoir mené certaines des attaques les plus violentes pendant les années où les Taliban étaient hors du pouvoir (2001-2021).

Le contexte des luttes internes et des tensions jihadistes

Le clan Haqqani est soupçonné d’être au cœur d’une lutte d’influence interne entre deux factions au sein des autorités talibanes : l’une, basée à Kandahar, prône une application ultra-rigoriste de l’islam, tandis que l’autre, à Kaboul, est perçue comme plus pragmatique.

Bien que les attaques aient diminué depuis le retour au pouvoir des Taliban, le groupe État islamique au Khorassan (EI-K) continue de mener des opérations sanglantes en Afghanistan. L’EI-K a intensifié ses attaques ciblant à la fois des civils et des responsables talibans, aggravant l’instabilité dans le pays.

Une recrudescence des attaques de l’EI

L’attentat contre le ministre Haqqani s’inscrit dans une série d’attaques menées récemment par l’EI-K. Fin octobre, une explosion sur un marché de Kaboul avait tué un enfant et blessé une dizaine de personnes. En septembre, un attentat-suicide revendiqué par l’EI-K avait causé six morts et 13 blessés devant les locaux du parquet général de Kaboul.

Le groupe jihadiste affirme régulièrement agir pour “venger les musulmans retenus dans les prisons talibanes”. Bien que les Taliban aient annoncé à plusieurs reprises avoir neutralisé la menace de l’EI-K, les attaques montrent que le groupe reste actif et dangereux.

Une situation sécuritaire fragile

Les explosions continuent de résonner régulièrement dans Kaboul et d’autres régions du pays, bien que les autorités talibanes minimisent souvent ces incidents. L’attentat de mercredi, cependant, met en lumière la persistance des défis sécuritaires auxquels le gouvernement taliban est confronté.

Répercussions politiques

La mort de Khalil Ur-Rahman Haqqani pourrait avoir des implications importantes pour les luttes internes au sein des Taliban. Elle renforce également l’idée que l’EI-K reste une menace constante, même dans un pays où les Taliban cherchent à imposer leur autorité.
